asked the Minister for Local Government the reasons for his decision not to sanction the revised tender for the erection of a reservoir at Old Kilcullen, County Kildare.

The proposal involved a proposition which did not meet with the principles of competitive tendering in that the tenderer made it a condition of his acceptance of the contract that a lump sum should be paid to him which was not payable under the terms of the contract as advertised.

Would the Parliamentary Secretary not consider that while the request for the lump sum might not be altogether usual, it was a 2 per cent request to cover them on specific items and that this decision conveyed to Kildare County Council last April means that reservoir which would provide water for industrial development and new housing and would obviate a fire hazard which certainly exists in Kildare at present will now be delayed for one or two years? Surely he must agree that this decision will mean that this reservoir will cost many thousands of pounds more when the Department finally decide to sanction it than it would have cost had they sanctioned it now?

As I pointed out, such an arrangement would cut across the fundamental principles of competitive tendering.
