asked the Minister for Finance if the statement on page 62 of the Third Programme Review that programme budgeting started in the Departments of Education and Lands in 1969 is correct; or if such a system was in operation in the Office of Public Works for many years before this.

The Third Programme Review 1972-73 stated that practical work on the development of programme budgeting commenced on an experimental basis in the Departments of Education and Lands in 1969. This statement is correct. Some of the elements of programme budgeting-management accounting, budgetary control, performance measurement and review—have been practised in the Office of Public Works for some years but it was not until June, 1972, that work commenced on the development of an integrated programme budgeting system in that office.

The Office of Public Works did, in fact, give the lead?

Back in 1929, if the Parliamentary Secretary's brief is right.
