I move:
That it is expedient to authorise such payments out of moneys provided by the Oireachtas as are necessary to give effect to any Act of the present session to provide for the establishment of a Department of the Public Service and of a Council to be known as the Public Service Advisory Council, to define the powers and duties of the Council and for those purposes to amend and extend the Ministers and Secretaries Acts, 1924 to 1966.
