asked the Minister for Agriculture and Fisheries his views on (a) the European Commission's intention to harmonise controls on the use of milk proteins in foodstuffs and (b) the proposed directives on mayonnaise, other sauces and bread.

A number of proposals designed to harmonise controls on the use of milk proteins in particular foodstuffs, such as ice cream and certain types of bread and flour confectionery, are currently under consideration by the EEC Commission. I am in favour of the optimum use of milk protein in the manufacture of foodstuffs, so far as is practicable, but the matter is one on which the various trade and other interests concerned will need to be consulted as the drafting of proposals proceeds.

In regard to the second part of the question, the position is that EEC Directives become operative when approved by the Community following discussion between the member states. The Irish view on the provisions of any draft directive is normally arrived at in consultation with interested parties in this country and this procedure is being followed in the case of the proposed directives on mayonnaise, other sauces and bread.

Could the Minister say what regulations are in force in relation to ice cream?

I am not aware of the existing regulations. I am aware of proposals to change the regulations and to make it all milk in ice cream.
