asked the Minister for Defence the appointments made in his Department since 15th March, 1973, other than through the Civil Service Commission; and if he will state in respect of each appointment (1) the name of the person (2) the grade (3) the title of the post (4) the qualifications required (5) the salary and allowances or other payments attaching to the post and (6) the terms of employment.

As the reply is in the form of a tabular statement I propose, with the permission of the Ceann Comhairle, to circulate it in the Official Report.

Appointee has shorthand and typing qualifications and has experience of Secretarial and Clerical work.

Commandant G. C. Newman

Communications Officer in the Civil Defence Branch

Appointee is a retired Army Officer who served in the Signal Corps. He filled the post in question while serving as an Army Officer and because of his expertise he was ap- pointed to the post in a civillian capacity on his retirement from the Army. The appointment was made in the public interest in accordance with Section 14 (3) of the Civil Service Commis- sioners Act, 1956.

Mrs. Mary Ennis

Clerical Officer (Unestablished)

Appointee was originally recuited as a Clerical Officer through the Civil Service Commission. She resigned in 1956 on marriage but was re- employed on Compas- sionate grounds in August 1973.

NOTES:—(1) In the cases of Miss Bell and Mrs. Ennis the Civil Service Commissioners made orders under Section 5 of the Civil Service Commissioners Act, 1956, declaring each of the unestablished positions in questions to be an "excluded position" for the purposes of that Act.

(2) The posts of Temporary Female Cleaner and Temporary Firelighter are "scheduled occupations" for the purposes of the Civil Service Commissioners Act, 1956. Such posts are normally filled by direct recruitment by the Government Department concerned and not through the Civil Service Commission.

(3) There are no allowances or other payments, apart from salary or wages, attaching to any of the posts.
