asked the Minister for Education his target concerning the third level education complex at Ballymun, Dublin.

The proposals of the City of Dublin Vocational Education Committee for a new technological higher commercial college at Ballymun are intrinsically bound up with the future development of third-level education generally, particularly in the Dublin area.

Consideration of the recommendations contained in the reports of the Higher Education Authority on the Ballymun project and on university reorganisation has reached an advanced stage, and I hope to be in a position shortly to formulate specific proposals for approval by the Government.

Would the Parliamentary Secretary accept that until the Ballymun project becomes a fact the present chaotic conditions existing in non-university third level education in Dublin city must be aggravated?

It is well accepted by the Minister for Education that there is a considerable degree of urgency in taking decisions on the whole question of non-university higher education in Dublin. For that reason the Minister has set up special machinery in the Department for dealing with submissions received in the context of Higher Education Authority reports and he is, I am aware, treating this particular case with great urgency. As the Deputy is also aware, it is a complex matter and it is not desirable that decisions should be taken without very full consideration.
