asked the Minister for Local Government why certain businesses which pay very high rates cannot have all their garbage collected by Dublin Corporation.

The basis on which Dublin Corporation collect garbage in their area is a matter for them, having due regard to their statutory responsibilities.

Does the Minister think it is right either from a planning or a health point of view that there should be a refusal to collect the bins of ratepayers?

I would not care to comment on that. It is a matter for Dublin Corporation. If the Minister for Local Government had to decide how garbage was to be collected in each area he would have a rather busy time.

The Minister should decide that garbage placed outside ratepayers' houses should be collected. Otherwise there will be dumping, which indeed has already happened.

I suggest that the matter should be taken up with Dublin Corporation. It seems unreasonable to ask me to do anything about it.

asked the Minister for Local Government if he will arrange to have products which are capable of being collected in separate and specially supplied garbage containers.

It is the responsibility of each sanitary authority to organise and manage the refuse collection and disposal service for its own area. As I informed the Deputy in reply to his questions on 3rd May and 22nd November last, the application of waste recycling concepts is at an early stage. The position will be kept under review. It would however be premature and uneconomic to seek to introduce a collection system based on waste separation at this stage.

Would the Minister consider making provision in the forthcoming Bill as to the date on which this will be done?

No. Until we have something definite on whether or not it is possible, it would be idle to introduce a section of a Bill to deal with something which may never come to pass.

It has been done in the United Kingdom.

Under different circumstances entirely, as the Deputy knows.
