asked the Minister for Foreign Affairs if he has made any representations to the Syrian Government to release to the International Red Cross the names of Israeli prisoners held by them since the October war; if not, if he will arrange to do so; and if he will make a statement on the matter.

To date I have not made representations to the Syrian Government in regard to Israeli prisoners of war. As the Deputy is aware, continuing negotiations at the highest levels by intermediaries in the Arab-Israeli conflict are in progress. It is not felt that a unilateral approach to the Syrian Government at this point would serve a useful purpose in view of the sensitive and delicate nature of these negotiations.

Would the Minister not agree that he is well known for his sentiments in regard to apartheid and would he not agree that this refusal by the Syrian Government to release the names of prisoners held by them to the International Red Cross is a question that transcends all considerations in the name of common humanity? Does the Minister not feel that some representation should be made? It is in contravention of every convention——

I can understand and share the Deputy's feelings but given the extremely delicate nature of the negotiations at the moment any intervention by us would risk doing more harm than good and that must be the primary consideration. I fully share the Deputy's concern and feelings in the matter.

I think it is a shameful attitude.
