asked the Minister for Foreign Affairs the progress that has been made by the European Youth Foundation since its establishment; and, in particular, the amount of moneys made available to it and the amount expended on youth activities through the foundation.

The European Youth Foundation which was set up by the Committee of Minister's of the Council of Europe in May, 1972, began operations in May, 1973, when its secretariat was established.

The Report of the foundation for 1973 is not yet available but is expected to be presented to the governing board next April.

Funds available to the foundation for 1973 amounted to 3.7 million French francs, equivalent to approximately £330,000.

During 1973 the foundation paid out a total of 1.6 million French francs, equivalent to £143,000. This expenditure covered contributions towards general administrative expenses of 14 international youth organisations and towards the expenses of 32 meetings organised by youth organisations. As the foundation was operational only for a part of the year 1973, there was a substantial surplus in that year which is carried over into 1974.

What is the Government's contribution towards the expenses of the foundation?

That is a separate question. In 1973 it was calculated at 15,000 French francs, or £1,300, out of a total obligatory budget of three million French francs. Certain countries also make additional voluntary contributions.

Was Ireland represented at those meetings?

Deputy, there must be some regard to relevance in questions. That is a totally separate question.

Would the Minister allow the Chair to keep order in the House? The Minister would do well to try to answer questions.

The question does not arise on this. I will put it that way.
