asked the Minister for Industry and Commerce if any change has been made in respect of the US President's proposals regarding this country's income tax incentives on exports.

Presumably the Deputy is referring to certain tax proposals in the US Trade Reform Bill aimed at curbing US investment abroad. These proposals were subsequently deleted from the Bill and at the end of January last it was announced that all controls on the outflow of capital from the US had been terminated.
