asked the Minister for Social Welfare why social insurance benefit to a recipient (name supplied) in County Donegal has been reduced although the person in question has a record of over 30 years insurance contributions.

There appears to be some misunderstanding about the case in question. The position is that the person was initially a recipient of unemployment benefit, a social insurance payment which was made to her at full rate for the maximum duration of 312 days until exhaustion of that entitlement in February 1973. As she did not requalify for a further spell of that benefit, she became an applicant for unemployment assistance, which has been in payment at a reduced rate because of means assessed against her. I may add that at her request her means are at present in course of reinvestigation.

Is this person not an applicant for disability benefit?

No. My information is that the lady was in receipt of disability benefit but that her stamps were exhausted and she then went for unemployment assistance.

If she claims 30 years stamps she should surely have the 136 to qualify?

That would not appear to be so. She was actually paid for 312 days, the maximum entitlement for a person under 65 years.
