In the EEC Council Resolution of 21st January, 1974, concerning a social action programme it is stated that to carry out the actions proposed in the resolution, the necessary resources should be provided, in particular by strengthening the role of the European Social Fund. It is my expressed view that for the carrying out of these actions a greater amount of Community resources must be devoted to social expenditure, either through the medium of the Social Fund or otherwise. The Commission however, have not to date made specific proposals in this area.
