asked the Taoiseach if he has made any changes in the delegation of ministerial duties; and if any additional changes are proposed.

No. There have been important recent administrative changes, such as, the assignment to the Minister for Health of the main ministerial responsibility, including co-ordination, in relation to child care and the assignment to the Minister for the Gaeltacht of responsibility for the implementation of the Government's general policy of popularising the use of the Irish language throughout the country.

Would the Taoiseach accept that there is confusion among the public as to where exactly the duties and responsibilities of certain Ministers lie?

I am not aware of that.

Would he accept that it would appear to the public that certain Ministers are trespassing on what would ordinarily be regarded as the responsibilities of other Ministers?

That is a separate question.

Could we ask the Taoiseach whether he is specialising in monosyllabic answers?

I said I was not aware.

Would the Taoiseach accept that, if he is not aware he is not mindful of the mind of the public on the matter?

Does this indicate that the Taoiseach has clearly no intention of setting up a separate Department for the Environment?

That is a separate question.

It is not, indeed.
