The course in question commenced on 15th July but the usual details of the course were not supplied until the afternoon of 17th July. It was not possible, therefore, for my Department to examine the content of the programme for the course before its commencement. Neither was it possible to issue in time the special roll in which particulars of the participants of the course would be recorded. In such circumstances, the question of granting extra personal vacation to the teachers who attended the course could not be favourably considered.
