asked the Minister for Local Government if it is proposed to introduce legislation similar to the UK Protection of the Environment Bill.

The legislation mentioned contains various extensions of existing law relating to the control of pollution. The position in this country is that work is well advanced on new legislation for the control of water pollution. That is the first priority. In other areas, for example, waste disposal and air pollution, existing provisions are being kept under review and proposals for any new legislation that may be needed will be introduced in due course.

asked the Minister for Local Government if he is satisfied that there is no risk that human values and the advantages of a healthy environment will be eroded through the absence of firm planning controls.

Existing planning controls and other powers are very considerable and the Local Government (Planning and Development) Bill, 1973, contains many provisions designed to strengthen considerably the powers of the local planning authorities in enforcing planning control and protecting the environment. In addition, a Water Pollution Bill is at present being drafted and other measures will be considered as the need arises.
