It is expected that a draft recommendation on the application of the polluter pays principle will shortly be adopted by the EEC Council. There is no reason to think that the application of this recommendation in this country will lead to increases in the costs of products to consumers. The question of fiscal or financial measures to offset such increased costs does not, therefore, arise.
