asked the Minister for Transport and Power if he intends to make a protest to the British authorities regarding the increase in landing charges at Heathrow; and if he intends to assist Aer Lingus to overcome the effects of this increase.

Because of increased costs charges at many international airports, including Heathrow, are being increased. The fixing of airport charges is a matter for the airport authority and is not one in which a protest at Government level would be appropriate.

Airport charges fall to be borne by airlines out of revenue in the same way as other operating costs and special assistance to Aer Lingus is not contemplated.

In view of the publicised dire financial difficulties at present being experienced by Aer Lingus would the Minister not agree to give special assistance at this time?

I do not think so. I admit that Aer Lingus, like every other airline in the world, are finding it extremely hard to come out on the profit side. However I think that "special assistance", as the Deputy terms it, would be regarded by me, and I think by them, as a form of subsidy which I and they would not wish.

While other airlines might suffer from similar type problems I am particularly worried about the employment content of Aer Lingus. Could the Minister assure the House that he will, together with the management of Aer Lingus, keep the employment situation in that company under review and that, if it is found necessary to come to their assistance, he will do so?

That is a separate question, and a big one, but I will certainly keep the matter under review.

In view of the already exhorbitant air fare between Dublin and London has the Minister any suggestion with regard to some system whereby Heathrow landing charges can be passed on other than to the passengers?

I am sorry I cannot. The operating costs of airlines are increasing and Heathrow are suffering from increased costs the same as everybody else. Last year we had to raise our airport charges. They feel their increased charges are necessary to operate the airports under their control on a break-even basis.
