Financial Resolutions. - Local Authorities (Traffic Wardens) Bill, 1975: Fifth Stage.

Question proposed: "That the Bill do now pass."

While there are certain aspects of this Bill which we would have preferred to have changed, a considerable amount was accomplished during the discussions. The Minister held that section 3 (1) covered the points made by me while on the other hand I did not agree but we succeeded at least in clarifying for the public mind what exactly is involved. To that extent the debate was well worth while because had some of these queries not arisen until after the Bill had been passed, there would not be the same opportunity for clarification.

I thank the Opposition for the way in which they have debated this Bill. There were points which to me seemed perfectly clear but about which Deputy Faulkner and his colleagues seemed to have some doubt. The views of both sides were put forward and amendments promised were made. Even if we did have some stormy passages during the course of the debate, the discussions improved the Bill. I trust this will be an example as to how legislation should be dealt with. I thank Deputy Faulkner in particular for the way in which he has been dealing with these matters since becoming local government spokesman for his party.
