The issue of salmon net licences is a matter for boards of conservators without the need for reference to my Department. I have made inquiries, however, and I understand that the person referred to in the question did not fulfil the qualifications prescribed in the Control of Fishing for Salmon Order, 1974. The board had no option, therefore, but to reject the application.
