asked the Minister for Industry and Commerce if he has any proposals to combat the growing unemployment problem in Youghal, County Cork.

On a point of order, it is unfortunate that neither the Minister for Industry and Commerce nor his Parliamentary Secretary has seen fit to come in to reply to these questions.

That is not a point of order.

I am informed that the Minister was present in the House at lunch time.

I think that is correct. He is at a council meeting.

The Parliamentary Secretary is not here either.

It is quite in order for the Minister to reply.

I am aware that it is technically in order and I am sorry to interrupt the Minister but it is not very satisfactory from the point of view of Deputies who are seeking information because the Minister will naturally say, in answer to many queries, that he will pass on the information, or something of that kind.

It is not in order to make speeches at Question Time.

Of course Ministers are not the only ones who are missing. There is one Member on the Government side of the House and he has only been there for a few minutes. Unfortunately I cannot call for a quorum as there is a full house of Fianna Fáil Deputies here.

Order. Please allow Question Time to continue?

I want to register my protest too. I have waited for weeks to make inquiries regarding appointments in Kildare and the Minister who should answer is not here.

This is not in order.

I have been informed by the Industrial Development Authority that they are actively seeking to attract projects for location in Youghal and that during the past six months four industrial promoters have visited the area. The Authority are in preliminary negotiation with one of these industrialists for the establishment of a project in the town.
