andMr. O'Malley asked the Minister for Justice if it is not now proposed to pay to FLAC the sum of £11.000 provided for in this year's Estimate.

There has been no change in policy or procedure in this matter. FLAC is not one single organisation—there is an organisation of that name in Dublin and a similar one in Cork.

The sum of £11,000 mentioned in the question was not voted by the Dáil as a bloc grant to be paid as a matter of course to any organisation. It is the sum which it was thought reasonable to provide in the Estimates for the current year to cover payments related to approved expenditure incurred or about to be incurred in the near future.

A sum of £4,000 has already this year been paid to FLAC in Dublin, of which £2,000 was paid last week in response to an application supported by an estimate of requirements received earlier in the week.

As the recipients are aware, the payments made to date are in the nature of instalments to keep the organisation in funds so as to be able to maintain their present level of service and the sanction of the Minister for Finance will be sought to make additional payments later, on the same basis as heretofore, as the need arises.

An application from the organisation in Cork is under consideration at present.

Will the whole £11,000 be paid out to these organisations or to the two branches of it?

If they show a need for it, yes.

If they apply and show a need for it, they will get it?
