SECTION 3.
Question proposed: "That section 3 stand part of the Bill."

Subsection (1) to which the Minister adverted is only a temporary arrangement, is that correct? It enables certain cover to be given to what has taken place in the past until the comprehensive scheme has been completed and brought into force?

That is correct.

I take it that there is no more to this than is dealt with in the explanatory memorandum?

It is necessary to do it this way because of the constitutional position of the Comptroller and Auditor General?

I take it that this section is in conformity with the similar provisions in all the various other Acts passed from time to time as regards the laying of regulations before the House?

There is nothing dissimilar provisions in all the various parliamentary surveillance.
