asked the Minister for Finance if it has been and if it is now the normal practice to put a valuation on new houses for rate purposes before they are completed and fit for occupation.

The administration of the valuation code is assigned under statute to the Commissioner of Valuation. I am informed by the Commissioner that it is not, nor has it been, the normal practice to value new houses before they are completed.
