asked the Minister for Local Government the average increase in the rates poundage around the country if the element for health and housing had not been removed from the rates.

But for the Government's decision to transfer from rates to the Exchequer the burden of health charges and local authority housing provided for letting, rates over the country as a whole would on average be £6.53 in the £ higher in 1977 than they actually are. If account is taken of the provision made in the budget for the relief of 25 per cent of all domestic rates this year, then rates on householders will be about £8.80 in £, on average, less than they might otherwise be.
