A scheme outlining the legislative provisions required to give effect to the majority report of the Kenny Committee has been prepared on the basis of the Government's decision in this matter and with due regard to the representations and submissions which were received from local authorities, other bodies and interested persons. Prior to the preparation of more detailed proposals, the legal, financial and administrative implications are being considered.
