asked the Minister for Social Welfare if all urban authorities are permitted to operate the free fuel scheme, under the Social Welfare (Miscellaneous Provisions) Act, 1957 and, if not, why.

All urban authorities are not permitted to operate cheap fuel schemes under the Social Welfare (Miscellaneous Provisions) Act, 1957 since that Act merely continues the powers granted to urban authorities, under Emergency Powers Orders, to buy, sell or dispose of timber and turf for the purposes of approved cheap fuel schemes.
