asked the Minister for Labour if he will consider abolishing the social insurance stamp in respect of those workers under 21 years of age to increase the incentive of the premium employment scheme for school leavers; and the estimated cost to the State in a year of such a measure.

I have already raised the premium payable under the employment incentive scheme in respect of young people under 20 from £10 to £14 with the intention of compensating employers for most of their share of the social insurance stamp and thus increasing the incentive and making it more attractive for them to take on more young people. The estimated cost to the State of this improvement in the premium in a full year is over £750,000.
