asked the Minister for Finance if he will state, in relation to his reply to Question No. 29 of 24th November, 1977, on the Government's programme for job creation, where the 906 jobs filled in building and construction and 1,085 jobs filled in the public service are located; by whom the persons are employed; the approximate duration of the jobs; and if the figures are net of job losses and exclusive of normal recruitment of additional personnel in the sector concerned.
Written Answers. - Job Creation Programme.
The information sought is set out in a tabular statement which, I propose, with the permission of the Ceann Comhairle, to circulate for inclusion in the Official Report.
Following is the statement:
(A) Building and Construction— 906 jobs.
Eight hundred and sixty-six jobs are in respect of road works, public water supply and sewerage schemes, local improvement schemes and certain other environmental protection works undertaken under the aegis of the Department of the Environment. The remaining 40 jobs arise from minor improvement works undertaken at vocational schools under the aegis of the Department of Education at widely dispersed locations throughout the country.
The 866 jobs filled to end-September, 1977, in respect of schemes approved by the Department of the Environment represent 570 direct on-site jobs and an estimated spin-off employment of 296 jobs created in ancillary industries. With regard to the geographical spread of these jobs, figures are available by reference to the function areas of local authorities but there are no figures available for the location of the estimated spin-off employment.
Following is the breakdown by local authority area of on-site jobs filled:

The persons in on-site works are employed either directly by the local authorities concerned or by the contractors engaged on the schemes and the persons in ancillary industries are employed by the manufacturers and wholesalers of the materials used.
It is not possible to state the likely duration of the building and construction jobs, which are temporary by nature and dependent on the contracts.
The jobs filled are additional to the normal recruitment of personnel in the sector but do not take account of job losses arising elsewhere.
(B) Public Service—1,085 jobs.
