The National Building Agency Limited is primarily a construction agency. While it has a substantial residual role in the financing of mortgages for special housing for industry, it has no general responsibility or facilities for the administration and management of rented housing accommodation. The assignment to the agency of responsibility for the preparation of a scheme for the provision of hostel accommodation for young persons would not be appropriate. since such a scheme would involve responsibility for, and expertise in the administration and management of the hostels.
