asked the Minister for Education if, in relation to ascertaining a family's income for the purposes of the higher education grants scheme, he will allow the option, where a parent owns land, of either the valuation system or actual income as the method of ascertaining the family income.

The system whereby means are determined by reference to rateable valuation, where all of the income is derived from land, is in operation since the introduction of the scheme in 1968 and is considered suitable for application on a national basis.
I do not propose making any alteration in the system.
