asked the Minister for the Public Service when he expects to complete the measures necessary to facilitate transferability of pension rights from one State or semi-State employment to another.

It is not possible at this stage to say when the proposed revised scheme for the transfer of pension rights between public sector organisations will be finalised. The scheme is complex and more than 50 organisations have to be consulted about its terms. In the meantime civil servants are allowed, subject to certain conditions, to reckon pensionable service in the Defence Forces, Garda Síochána and national and secondary teaching.

Of course, existing arrangements under the Superannuation and Pensions Act, 1963, enable pension rights to be transferred between organisations designated under the Act as approved organisations. Most State-sponsored bodies and the universities have been so designated. The aim of the proposed scheme is to facilitate further transfers by introducing a greater degree of flexibility than is at present allowable under the Act.
