asked the Minister for Tourism and Transport when the current regulations governing the hours which air pilots may fly continuously and other matters affecting flight safety were made; and if any amendment is contemplated in the light of advances in technology and international practice.

The principal regulations governing flight time for flight crew members and other regulations on flight safety are contained in the Air Navigation (Operations) Order, 1964. A new order to re-enact with modifications the existing order is in course of preparation. This new order, which will reflect the most recent standards promulgated by the International Civil Aviation Organisation, does not envisage any significant change in the regulations governing flight times.

Has the Minister had any representations in relation to the amendment of these regulations from pilots, particularly those employed by airlines other than Aer Lingus?

Not to my knowledge.

Are the permitted hours for continuous flying under the regulations considerably longer than those which would be allowed by Aer Lingus?

As I understand it, the article does not specify the number of hours which pilots may fly. The onus is on the operators to maintain records of flight times, flight duties and so on, and to establish with the Minister's approval rules limiting flight times. Our system is in keeping with international civil aviation standards.

Given the complexity of the operation of flying a modern plane and in view of the fact that most airlines insist that their pilots be in peak physical condition, does the Minister not consider it undesirable that it is possible for unscrupulous operators, if such exist, to allow their pilots to fly for 24 hours at a stretch and that there should be some regulation to prevent this happening?

I understand there are rules limiting flight times and that they must have the Minister's approval. However, I will look into the matter.

The Minister said the oppsite in his reply.

Is it a fact that there is one set of regulations governing the flying hours of pilots on commercial scheduled airlines, a second set of regulations governing the flying hours of pilots on freight aircraft and a third set applying to aircraft owners and pilots?

That is a separate question.
