The estimated yield of £32.0 million for revenue from stamp duties was arrived at in the light of a number of factors. The main factors taken into consideration were the annual increase in stamp duty revenue in recent years, especially the large increase from £17.1 million to £24.8 million between 1976 and 1977, the continuing buoyancy in the housing and land markets and the latest available macro-economic fore-casts for 1978.
