asked the Minister for the Environment the proposals for a pay adjustment received in his Department since 1 September 1977 from the County Councils of Dublin, Meath, Westmeath, Louth, Cavan and Monaghan which were (a) sanctioned; and (b) not sanctioned, together with any other proposals from these local authorities received prior to 1 September which have not been sanctioned; and the reasons for the delay, if any, in sanctioning the proposals of the local authorities.

The position in relation to proposals on pay adjustments submitted by the county councils in question before 1 September 1977 and after 1 September 1977 is set out as follows:

Dublin

Proposal received on 19 September 1977 to increase station allowance payable to water and sewerage inspectors.

Proposal received on 25 November 1977 to revise rate collectors' bonus, 1976.

Proposal received on 30th November 1977 to apply the 2nd phase increase of the 1977 National Wage Agreement to non-national grades.

Proposal received on 21 December 1977 to revise allowance for organisation and methods and computer programming duties.

Proposal received on 10 January 1978 to revise the salary scales of draughtsmen and civil engineering technician in accordance with Arbitration Board Recommendation No. 008

Proposal received on 19 January 1978 to revise rate collectors' bonus, 1977.

Proposal received on 13 April 1978 to apply the 1st phase increase of the 1978 National Wage Agreement to non-national grades.

Meath

Proposal received on 10 November 1977 to apply the 2nd phase increase of the 1977 National Wage Agreement to rate collectors' salaries.

Proposal received on 13 September 1977 to increase the pay of a foreman on the direct labour scheme. The increase proposed would have contravened the terms of the 1977 National Wage Agreement.

Proposal received on 10 November 1977 to apply the 2nd phase increase of the 1977 National Wage Agreement to a temporary rent collector's pay.

Proposal received on 29 November 1977 to revise the salary of a revenue collector.

Proposal received on 5 January 1978 to revise the salary scales of draughtsmen and civil engineering technicians in accordance with Arbitration Board Recommendation No. 008.

Proposal received on 31 March 1978 to revise pay of a print-room attendant in accordance with Labour Court Recommendation No. 4599.

Westmeath

Proposal received on 13 January 1978 to revise the salary scales of draughtsmen and civil engineering technicians in accordance with Arbitration Board Recommendation No. 008.

Louth

Proposal received on 1 February 1978 to revise the carters' differential.

To pay an allowance to a staff officer in accounts section for additional duties in connection with computer. Payment of the allowance was not considered to be warranted, having regard to the class of computer installed and the level of responsibility involved.

Proposal received on 28 March 1978 to revise the storekeeper's salary scale in accordance with Arbitration Board Recommendation No. 015.

Cavan

Proposal received on 17 November 1977 to apply the 2nd Phase increase of the 1977 National Wages Agreement to rate collectors.

Proposal received on 21 December 1977 to revise the salary scales of draughtsmen and civil engineering technicians in accordance with Arbitration Board Recommendation No. 008.

Monaghan

Proposal received on 27 October 1977 to apply the 2nd phase increase of the 1977 National Wage Agreement to rate collectors.

Proposal received on 8 February 1978 to revise the salary scales of draughtsmen and civil engineering technician in accordance with Arbitration Board Recommendation No. 008.

Monaghan

Proposal received on 7 April 1977 to pay an allowance for answering emergency calls at control centre. The local authority were informed such duties should be performed by members of the fire brigade in accordance with existing agreements.

NOTE: Proposals on out-of-pocket expenses are not included.
