asked the Minister for Health if, in view of the fact that dogs can transmit certain diseases, he will introduce, and ensure the enforcement of, health standards in relation to these animals.

asked the Minister for Health if, in view of the health hazard created by animals, particularly dogs, soiling footpaths and public places, he proposes to take any measures to combat this problem.

: With the permission of the Ceann Comhairle I propose to take Questions Nos. 143 and 144 together.

Under the food hygiene regulations the keeping of dogs on food premises except with the consent of the medical officer of health is prohibited and owners of such premises are required to take reasonable precautions to exclude from the premises dogs which are not leashed. The regulations also require that cats shall not be allowed into a food room unless suitable precautions are taken to prevent their access to food. I am advised that otherwise dogs and cats do not represent a significant risk to the public health and simple hygiene precautions such as washing hands after handling pets will protect against the transmission of disease.

Local sanitary authorities are responsible for the cleanlines of footpaths and public parks and have the power in the interest of the good rule and government of their districts to make byelaws for this purpose. I understand that no such bye-laws have been made. Sanitary authorities fall within the control of the Minister for the Environment.
