asked the Minister for Foreign Affairs the proposals he has in mind to ensure that this country may seek a greater share of power in making decisions with regard to EEC spending; the steps he will take to see that a greater share of the EEC budget is channelled to this country in the form of regional fund grants to farmers, youth employment and training, fishermen and industrial concerns who need capital for speedy expansion and development.

: The decision-making process of the European Community is capable of improvement and it is my intention to press for its improved functioning particularly in the context of the admission of new member states. However, as regards the share which Ireland has in decision-making powers, this is governed by the treaties and the realities of the negotiating process.

I intend to avail fully of every opportunity in the Council of Ministers, and I am sure this applies also to the other members of the Government, to ensure—as we have been doing since assuming office—that the maximum possible benefit is derived by this country from the application of all Community policies and funds, within the framework of Community obligations and the constraints of its budget.

In particular I shall continue to press for the application of a regional principle to Community policies generally, having regard to the Preamble to the Treaty of Rome and the terms of Protocal 30 on the economic development of Ireland, which forms part of the Act of Accession.
