asked the Minister for the Environment if it is a fact that Dublin traffic is the slowest in Europe because of traffic congestion; if so, the long term plans he has to deal with this matter with the City Council; and if EEC advisers will be consulted on the matter in view of the fact that the problem is worsening each week.

: Traffic congestion is a serious problem in the Dublin area generally, as it is in all major cities. It is not realistic to make comparisons between one city and another in this respect. Responsibility for the formulation of measures to relieve traffic congestion in the Dublin area rests with the road authorities concerned, that is, Dublin Corporation, Dublin County Council and Dún Laoghaire Borough Council and, where statutory controls are involved, these authorities must act in consultation with the Garda authorities. Dublin Corporation have a traffic subcommittee and, under its aegis, a traffic committee, a traffic study group and a traffic technical unit. A number of expert studies on traffic congestion in the Dublin area have already been carried out and, while I do not consider that consultation with EEC advisers would be of assistance, it is open to the corporation to seek such consultation as they may consider appropriate.
