asked the Minister for Education if he will change the regulations governing applicants for higher education grants, to take into account changed income circumstances in each year; and if he will make a statement on the matter.

: The higher education grants schemes contain provisions as follows:

(1) Where a student is following a course of studies which could be approved of under the scheme and where such student had not qualified for the award of a grant solely on the ground of means, a grant may be awarded with effect from the beginning of the first academic year following the production of evidence that the means requirements of the scheme would now be fulfilled in his/her case.

(2) If the local authority are satisfied that the income of the grant-holder's parents or guardians has decreased during the period of tenure of the grant to the extent that the amount of the grant held no longer corresponds to the income category in the schedule in relation to which it was originally determined, the amount of the grant shall be adjusted to that appropriate to the category corresponding to the new income.

I am satisfied that these provisions are suitable to meet the needs of a situation arising from a change in the incomes circumstances of parents during the period of the course of study of the student. I have no proposals in mind for an amendment of them.
