asked the Minister for Justice the number of householders to date, wishing to acquire freehold title, who, pursuant to the Landlord and Tenant (Ground Rents) (No. 2) Act, 1978, have (1) applied to the Registrar of Titles for a vesting certificate by consent; (2) applied to the Registrar of Titles for arbitration of purchase price; and (3) actually had Vesting Certificates issued.

The number of applications for vesting certificates made under section 20 of the Act—made, that is, with the consent of the ground landlords and any superior owners—and accepted in the Land Registry, from 1 August, when the Act came into operation, to 20 October was 485. This figure does not include applications that, on their face, were incomplete or otherwise not in order and were not accepted: such returned applications, the number of which has not been recorded separately, are listed as inquiries.

No application was made to the Registrar of Titles for arbitration arising out of a dispute concerning purchase price during the period in question and during the same period 37 vesting certificates were issued.
