Written Answers. - EEC Anti-Dumping Regulations.

asked the Minister for Industry, Commerce and Energy if he will ensure that EEC Anti-Dumping Regulations are rigidly enforced where dumping of goods jeopardises jobs in Irish industry, and if he will veto any agreement which allows in goods from third countries in such circumstances.

Where the EEC Anti-Dumping Regulations have been invoked and dumping to an injurious extent has been proved in respect of a Community industry, of which an Irish industry would form a part, these regulations are fully applied. The regulations provide either for the imposition of anti-dumping duties or the acceptance of voluntary undertakings by the exporters, to (a) revise their prices so that the dumping margin is eliminated, or (b) to cease to export the product in question to the Community.

The Community's contractual obligation under the General Agreement on Tariff and Trade would not, however, permit of the prohibition of the importation of such goods into the Community. Actions under the EEC Anti-Dumping Regulations are taken by a qualified majority and an individual member state could not therefore apply a veto.
