Mr. Walsh

asked the Minister for Industry, Commerce and Energy the average cost in grants per job created in new industry for each of the years 1976, 1977 and 1978.

It is not possible to provide the information sought by the Deputy. The payment of capital grants approved by the Industrial Development Authority when its new industry programme is made on foot of certified expenditure on eligible fixed assets and not as new jobs are created. There is a time-lag between the installation of new plant and machinery and the creation of new jobs on the factory floor. On the other hand employment on occasion may precede the payment of grant.

The average cost in grants per job of projects approved under the authority's new industry programme in recent years has been as follows: 1976, £2,970; 1977, £4,368. Although final figures are not yet available, the estimated cost in 1978 was only marginally in excess of that for 1977.

The average cost per job approved fluctuates from year to year depending on a number of factors, principally the labour or capital intensity of the projects approved and the degree of international competition for overseas promoted projects.

asked the Minister for Industry, Commerce and Energy the grants, if any, paid by the IDA to manufacturers of cement and precast concrete products for the building and civil engineering industries in each of the past ten years, and the names of such manufacturers.

The information requested by the Deputy in so far as the years 1969 to 1977 are concerned is already available in the Annual Report and Accounts of An Foras Tionscail for the years prior to 31 March 1970 and in the relevant Annual Reports of the Industrial Development Authority for the period 1 April 1970 to 31 December 1977. All of these reports have been placed before the Houses of the Oireachtas and were made available in the Dáil Library. Information in relation to payments in 1978 will be published later this year in the Industrial Development Authority's Annual Report for 1978.
