Order of Business.

It is proposed to take business in the following order: Nos. 1, 2, 3, 4, and 7. In relation to No. 7, by agreement each speaker will be limited to 30 minutes with the exception of the opening speakers for the Government and each of the two Opposition parties, who will have 45 minutes. The final Government speaker will be called to conclude not later than 4.15 p.m.

On the Order of Business, I would like to ask the Taoiseach a question relating to Dáil Business as prescribed by Article 13, section 1, of the Constitution. Is it the Taoiseach's intention to seek the Dáil's approval for the appointment of a new member of the Government on account of there being no room in the Government for Deputy Gibbons' conscience.

That is not in order. Deputy Kelly should refrain from raising matters which he knows——

The Government should not let it be said that they cannot accommodate a Member with a strong conscience.

It will be a shame if you sack Deputy Gibbons.
