asked the Minister for Education if he is aware of the recent comments of obstetricians and gynaecologists recommending that sex education courses be provided in schools in view of the increase in school children pregnancies; and if he intends to provide such courses in schools; the type of courses; and if he will make a statement on the matter.

I am aware of the comments mentioned by the Deputy. I would remind the Deputy, however, of the fact that the primary responsibility in this matter rests on the parents. School managements naturally supplement parental initiative within the measure of their own capability and I understand that sex education is already provided for in the human development programmes and the guidance and pastoral care programmes offered by secondary schools.

In view of the comments of eminent obstetricians and gynaecologists would the Minister not now undertake to ensure the establishment in all second level schools of a general course on sex education to supplement that given by the parents, whom I agree have the primary responsibility in this matter? Does he not think that the establishment of proper courses on sex education would be a good thing to have in all second level schools?

I understand from the secretary of the Joint Managerial Body for Secondary Schools that sex education is provided for in the guidance and pastoral care programmes.

I said all second level schools, not just secondary schools. I include community colleges, comprehensive and community schools and vocational schools.

The human development programme will also include sex education.

The Minister is not getting to the point. I am asking if the Minister will take steps to ensure that there is a high quality general sex education course established in all second level schools to supplement the information and education in these matters provided by parents?

In so far as there is any deficiency I would like to see that happen. I will have an inquiry made in my Department and if there are deficiencies I will try to make up for them.
