The draft national understanding referred to steps already taken by the Government to improve the relative tax position of lower paid and married persons and indicated that the Government would continue this approach with the intention of achieving an income tax system based on full income-splitting. As the Deputy is aware, the draft understanding was rejected by a special conference of the Irish Congress of Trade Unions on 23 May 1979.
