Vol. 315 No. 16

Written Answers. - Recreational Spaces.

42.

asked the Minister for the Environment the statutory minimum level of open space for recreational purposes in built-up areas, and if he is satisfied that the stipulated level is being maintained by local authorities and private builders.

Responsibility for the provision of open space and recreational facilities in their area is a matter for each local authority, and the policy of the authority for the provision of such facilities is normally outlined in the development plan for the area. There is no statutory requirement as to the extent of such facilities.

As regards local authority housing, the amount of open space to be provided in a scheme is decided by the local authority. A minimum provision of seven acres per 1,000 population, where playgrounds and open spaces are not already available in reasonable proximity to the scheme has been recommended by my Department. The extent of open space in new private housing developments is a matter for regulation by the local planning authorities. The authority in granting planning permission for private schemes would have to consider the extent of such schemes and of the ultimate development envisaged for the area.
