Written Answers. - Granting of Driving Licences.

asked the Minister for the Environment if, as a result of his recent decision to grant full driving licences to those who held a second provisional licence, he will compensate those driving schools which are threatened with closure.

I do not accept that the situation of driving schools is as represented nor that a question of compensation is relevant.

asked the Minister for the Environment if persons who have held two provisional driving licences but do not hold a current provisional licence as they are awaiting a driving test, and therefore are not eligible for a third provisional licence, are entitled to a full licence under the recent ministerial order.

Any person who did not hold a current provisional licence on the 11 October 1979 is outside the scope of the decision which I announced. I would add for the Deputy's information that a person who has held two provisional licences and had applied for a driving test before the expiration of the second licence is normally entitled to apply for a third such licence.
