asked the Minister for the Environment in view of the deep sense of grievance felt by pre-1973 tenant purchasers of Dublin Corporation houses who were obliged to pay higher prices for similar houses which were later sold at lower prices to other tenants, if he will now take steps to refund to such pre-1973 tenant purchasers the full cost of the relative disadvantage suffered by them and, if not, why.

The tenant purchasers concerned have already been granted substantial concessions to compensate them for having paid higher prices for their houses under tenant purchase schemes made between 1967 and June, 1973 than they would have paid under the July 1973 tenant purchase scheme. A reduction of up to one-quarter of the original repayment period is being given to those who are purchasing on an annuity basis. In addition refunds of one-quarter of the difference between the two prices are available to those who purchased for cash and to those who originally purchased by annuity but who redeemed their annuities prior to 1 March 1978.

I would remind the Deputy that in May 1977 his colleagues in Government granted the concession only to tenant purchasers purchasing on an annuity basis. It was left to me to give relief to cash purchasers and others who had already redeemed their annuities.

I am satisfied that the tenant purchasers concerned appreciate the concessions they have received and I do not see any justification for granting further concessions.
