Vol. 317 No. 9

Written Answers. - Greece and EEC Budget.

151.

asked the Minister for Finance the percentage net increase in the European Community budget which will be necessitated by Greek membership and if no precise estimate exists if he will outline all the information available on the subject.

The Commission of the European Communities estimated that if Greece were a full member of the Communities in 1978 the net additional expenditure involved for the Community budget would have been approximately 400 million European Units of Account which would have represented 3.2 per cent of the 1978 budget. The Treaty of Accession for Greece provides, inter alia, that the provisions of the EAGGF Guarantee Section will generally be applied to Greece on a phased basis during the transitional period up to the end of 1985 and that Greece will be entitled to certain refunds on its payments of Own Resources to the Community during that period. Taking account of the transitional arrangements the Commission has estimated that the net increase in the Community budget arising from Greek membership will be 80 million European Units of Account in 1981 and 220 million European Units of Account in 1982. These figures, represent approximately 0.4 per cent and 1 per cent respectively of the total budgets forecast by the Commission for 1981 and 1982.
