asked the Minister for the Environment if his attention has been drawn to the practice which has become profitable of owners or persons having an interest in idle or derelict parcels of land in the Dublin inner city area to retain these valuable properties in an unsightly condition because they are not valued for rating and if it is proposed to introduce legislation to amend the Valuation (Ireland) Act, 1852 to impose a value on these properties and to remove the ultra vires rule which hinders development schemes in inner city areas.

I am aware that the matter referred to by the Deputy was mentioned in the report of the Interdepartmental Committee on Dublin Inner City. Legislation to amend the Valuation Acts would be a matter for the Minister for Finance. As to the question of possible deficiencies in the powers of Dublin Corporation, this is being examined in my Department.
