asked the Minister for Foreign Affairs if he will outline the attitude of the Government to the proposals for a European Conference on disarmament.

As I have previously stated here, Ireland has indicated its support in principle for the French proposal to hold a conference on disarmament in Europe. In November 1979, during the Irish Presidency of the European Community, the Nine issued a declaration which agreed to take account of the considerations which inspired the French proposal. We hope that a mandate for the first phase of the conference will be agreed at the CSCE review meeting which will begin in Madrid in November.

There are other proposals which Ireland is also considering. Our strong preference however is for a conference on disarmament in Europe as envisaged by France.
